All Supported Living must pass the real tenancy test.
Sandwell Council will work with Changing Our Lives to check that people are living in real supported living that passes the Real Tenancy Test.
Sandwell Council is working on outcome based commissioning, which means that supported living providers will have to work to certain standards.
Supported living is seen as the best option for people who wish to live independently. Social workers, community nurses and other staff to see supported living, as the first option to people and residential care will only be thought about as last resort.
This includes those with profound and multiple disabilities. All staff supporting people with housing will be managed in a way that promotes supported living. This means that if they place people in residential or nursing care, they will have to give evidence for why this is the best option, including an argument for why supported living is not an option.

Their first major piece of work began in December 2010 when they presented their Employment White Paper to the Adults and Communities Team.
Here, they asserted what they felt was needed to be support into employment and to ensure that adults with disabilities were on the agenda in relation to employment. There was great concern, what with the economic downturn, that the learning disability community would be marginalised even further.
